It sounds like a misadjust park/neutral switch. Power should only pass through to the starter in park or neutral when you turn the key to start. You will need to check to see if there is starter power when this is happening. If so check switch adjustment and if the backup lights come on in reverse. If all is ok then there is a short to power on the start circuit when you move the shifter. Hint look at what moves when you cycle the shifter and check for rubbed through harness and bare wires.
