I am strongly considering purchasing a vehicle from out-of-state, I live in Mass. while the car is in Vermont. My dilemma is that it is a Bill of Sale only transaction, the owner has neither the title (Vermont doesn’t require them for autos over 15 years old), or a registration (owner allowed it to expire). After many attempts, I am unable to reach anyone at the RMV. I’m also unable to look up the VIN since it’s pre-1980 to check for ownership. I want to ensure that I do everything legally and that the ownership truly becomes my sole possession. Any help with this is greatly appreciated.
