1963 Valiant Starting Problem

By what you describe, at least the starting problem sounds like a bad Ballast Resistor, usually found on the Firewall, Driver's side. It should be off white in color, with two Leads plugged into it. You may still be able to get one of those Resistors through your local Auto Parts Store. If the Battery isn't charging, either it, the external Regulator, or the Alternator, are no good. Just because you bought a new part, does not mean its a good part. I'd also check ALL the connections to the Alternator, Battery, and where the Voltage Regulator mounts, for dirt or corrosion. Bad connections, or poor grounds can also cause charging problems.
