new brakes dont release 1982 Chevrolet C10 |

all my brake parts are new including a few lines everything has been vacumm bled but when I step on the pedal my front calipers lock up and don't release until I crack the bleeder valve I am wondering if the proportioning valve could be sticking I'm not sure how to test it and it could be other things has anyone had similar problems or can anygive some knowledge to a solution for this bull...... icant afford to just keep shelling out cash like its raining please help
