hard to start cold

when my bronco is cold it is hard to start, is this a efi trouble?My tps ohms reading doesn't change with throttle movement. but when it does start everything seems ok. the idle is a little high 1100-1200 rpm and it does change a little. I'm new to efi and I don't want to just throw parts at the problem. Dave
