with electrical stuff like that is usually the ground. I know it works at the lower speeds, so the ground is good, but when you draw more, you need a more solid ground. Check that. If not, try to find a schematic and make sure everything is correctly hooked up. I know with chevys that there is a central ground and if you do not have the radio plugged in then the wipers won't work. I'm kidding about that, but it's stuff like that will drive you crazy.
