More often then not it is a starter issue. Try putting the ground wire off battery right to a bolt off the starter. This gets juice right to starter. Next, have starter checked as often the bearings wear on starter and lets the shaft get lose and touch the sides causing drag. But big thing is get negative right to starter mount.
