The choke plate should be open after the engine is warmed up. The easiest way to see if there's a sticking problem is to rev the engine high at the carb throttle by hand when it starts to run rough. While you rev it, look directly at the carb, the choke plate should already be moistly open after warm up. If not open or only opening just partially then that would cause your problem. It could just simply be sticking (and need to be cleaned) or there may be something else causing it to not open properly, like needing adjustment.
