I have the same problem with my 1969 El Camino. It turns out I've had to move 4 times in the last 5 years, "time to buy a house". Somewhere along the lines of all the moves, I've lost the Elky keys. I lucked out as a brother-law handed me a brand new ignition switch with key for a 1969 Impala. I'm hoping this works for me. Our locksmiths out here will not touch this on site, but if I pull the ignition switch & take it in, they will fabricate me a key for around $120.00.
