Timing trouble

1968 Pontiac TEMPEST CUSTOM

I have been an automechinc for over 20 years and this is the first time I have dealt with a OAC6. I am un able to get my oil pump drive gear mated up with the correct timing mark. Even though my rotor is pointing at #1 and all the other gears are in time. I do not have a tentioner tool I'm pretty sure I can estimate where the tention should be. What can I do!
