Help my truck will not start

1951 Dodge 1 1/2 TON

Hi All Merry Christmas I have a 1951 Dode pilothouse half ton truck with a flat 6 engine i can get to start. I have found TDC using a piston stop on compression stroke, although it did try to start when timing was way out. So i have a spark (new leads and plugs) after turning it over for some time I took a plug out and it was dry, so i took the carb off and in the intake manifold was lots of fuel. Should this be ( i am thinking it is the intake valve that is stuck) I would appreciate any advice I am new o this forum Regards
